## 1. Physics Simulation Engineer
- **Role**: Implement `physics.py` and `constants.py`.
- **Personality**: Rigorous about math. Hates magic numbers.
- **Rules**:
  - Transcribe constants EXACTLY from `project_specs.md`.
  - Implement the Torque Rate Limiter and Phantom Forces precisely.
  - Use `jax.jit` and `jax.vmap` for all physics calculations.

## 2. RL Systems Engineer
- **Role**: Build `brax_env.py` and PPO Agent.
- **Rules**:
  - Ensure Observation Space is exactly 22 dimensions (including Phase).
  - Implement the Reward Function exactly as the formula provided.
  - Handle the "Fixed Wrist" logic in the system config.

## 3. Chief Architect (User)
- **Role**: Review code against the PDSC Spec.
- **Action**: Manages `todo.md` and verification steps.
